[Officer 143; Citation 10232025000556]Shortly after turning Westbound on PEL after leaving the parking lot of PECR. I observed a vehicle traveling Eastbound over the posted speed limit. Radar front facing antenna opposite direction of travel verified and was locked 56/40. I conducted a traffic stop on the vehicle as the vehicle was pulling into a parking stall at PECR. I noticed the driver had open their driver side door and appeared they were about to get out of the vehicle. I met with the driver in the vehicle through the open door. Before I could advised the driver the reason for the stop. Driver asked me if they driving to fast. Driver was advised they were speeding going 56/40. Driver gave me her MN DL for ID and provided proof of insurance. While talking to the driver i noticed they had a brown bag and a large key chain hanging from their rearview mirror. Driver was issued a citation for speed. When driver was given her citation. I explained how to take care of the citation. I pointed to the phone number to call on the backside in the directions. Driver was also verbally warned for the suspend objects from hanging from her mirror. I explained the objects are an obstruction of view and need to be moved. Driver said the bag was her medicine bag and the large key chain was her guardian angle. I gave the driver some suggestions that might be a good spot for her objects. Driver said said they had no questions. |

[Officer 143; Citation 10232025000554]While traveling Eastbound on PEL. I observed a truck traveling Westbound. As I met the vehicle on PEL. I noticed the vehicle did not have a front license plate. As the vehicle passed by me I noticed a rear Minnesota license plate. After turning around and catching up to the vehicle near the Stop Sign on PEL and Hwy 23. I waited to conduct my traffic stop on the vehicle until we were clear of the Stop Sign. As the truck approached the Stop Sign I noticed the truck only slowed down. The vehicle did not come to a complete stop. The truck turned Northbound on Hwy 23. I noticed the truck did not signal its turn. I conducted a traffic stop on the vehicle on Hwy 23 near PEL. Driver was advised why he was being stopped, no front license plate. I then advised the driver as I was behind him at the Stop Sign. I noticed he did not come to a complete stop or signal his turn. Driver advised me the vehicle he was driving was a fleet vehicle and that they only sent him one license plate. I advised the driver MN state statue requires a plate on the front and rear. Driver was ID by MN DL and provided proof of insurance. Driver was issued citation for failure to stop at Stop Sign. Driver was issued a verbal warning for no front license plate and failure to signal his turn. When driver was given his citation. I was told he knew how to take care of it. I advised him to call the number on the backside. I advised the driver once the citation post he has 30 days to take care of it. Driver asked me how far down the plane crash was. Driver said that was why he did not come to a complete stop because he was looking down the Highway trying to see. Driver said he and his passenger are both piolets. Driver was told the direction. Driver was advised to remember to come to complete stops and signal his turns. Driver said he had no questions. |

Radar front facing antenna opposite direction of travel verified and was locked at 72/60. Vehicle was stopped on Hwy 67 near 240 Ave. Driver was advised why he was being stopped, speed 72/60. Driver had mentioned in our conversation that he had his cruse set but he was having issues. I asked him if he set his cruse at 72. I was told no. Driver said he must have accidently hit his accelerate button while cruse was set. Driver was ID by MN DL and provided proof of insurance. Driver was issued citation for speed. When driver was given his citation. I explained how to take care of it. I pointed to the phone number to call or the website. Driver was told once citation post he will have 30 days to take care of it. Driver was advised to slow down. Driver said he had no questions. |

[Officer 143; Citation 10232025000552]While I was turning Southbound on Hwy 67 from PEL. I observed a white vehicle stopped at the Stop Sign waiting to turn Westbound on PEL. I ran the licenses plate of the vehicle on my squads MDT. I found the vehicles registration to be expired. I noticed the vehicle turned Northbound on Hwy 23. I caught up to the vehicle on Hwy 23 near Hwy 167 where I stopped the vehicle. I advised the driver his license plates are expired. I noticed as I was walking up to the vehicle the plates expired in June 2025. Driver was ID by MN DL and provided proof of insurance. Driver was issued citation for expired plates. When drive was given his citation. I pointed out the directions on the backside. I underlined the phone number driver had to call. Driver was told after his citation post he will have 30 days to take care of his citation. |

[Officer 143; Citation 10232025000550]While turning onto Hwy 67 from PEL. I noticed a white BMW stopped at the Stop Sign, signaling to turn Westbound on PEL. I noticed the vehicle did not have a front license plate. I noticed the front license plate bracket had been removed from the vehicle only seeing the holes. I turned around to conduct a traffic stop on the vehicle. I noticed the vehicle turned Northbound on Hwy 23. I stopped the vehicle on Hwy 23 near PEL. I met with the driver on the driver side of the vehicle. The driver put all his windows down prior to me walking up to the vehicle. I advised the driver why he was being stopped, no front license plate. Driver gave a joked about his license plate and commented he was from the cities and has never been stopped for that before. Driver said he has the license plate at home. Driver said he usually gets stopped for his tinted windows. Driver provided me a subscription from his doctor for his tint. Driver was ID by his MN DL. Driver was unable to provide proof of insurance. All the cards he had were expired. Last card expired May 2025. Driver was issued citation for no insurance. Driver was issued VW for no front license plate. When driver was given his citation. I advised him this violation listed on the citation could be dropped. I explained all he had to do was provide proof. I pointed out the direction on the backside and the phone number he had to call. Driver was told the citation will post within the next couple of days. Driver was told he will have 30 days to take care of it. I advised the driver not to forget because if he doe not provide proof he will lose his DL. Driver said he would take care of it and put his plate back on vehicle. |

Driver was id by his VA ID and his driving status was verified as being valid by Yellow Medicine County Dispatch, by running the driver through WI by name and date of birth. Driver provided proof of insurance. Driver was issued a WR for failure to signal turn. |

I noticed in my review mirror when the vehicle hit its brakes entering the the speed zone. The vehicles driver side brake light was not illuminating only passenger side. I turned around and verified the drivers side brake light was not working when the vehicle slowed down to turn into the parking lot of PECR near the C-Store. I conducted a traffic stop on the vehicle in the parking lot of the PECR C-Store. I advised the driver why they were being stopped, burnt out driver side brake light. Driver advised me they were going to be late for work. Driver was ID by MN DL and provided proof of insurance. Driver was issued a fix-it ticket for the dysfunctional driver side brake light. Driver thanked me for letting them know. |

I noticed the vehicle failed to stop at the Stop Sign near the PECR C-Store. The vehicle only slowed down prior to turning Westbound on PEL. When I activated my emergency lights to stop the vehicle. The vehicle pulled into the parking lot of the USC Public Safety Building. The vehicle pulled into a parking stall. Driver was met on the driver side of the vehicle. I advised the driver why he was being stopped, failure to stop at Stop Sign leaving PECR. Driver advised me the vehicle did not belong to him and that he was moving his daughter for college. Driver was ID by MN DL and provided proof of insurance. Driver was issued citation for failure to stop. When driver was given his citation. I pointed to the directions on the backside and pointed to phone number to call or the website to take care of the citation. It was explained to give the citation a couple days for it to post then after it posts he would have 30 days to take care of it. After driver asked how much the fine would be. I advised him he would be able to get the amount when calling the number. Driver was advised it could be anywhere from possibly from 50-100, Driver said he did not have any other questions. |

I noticed the driver door window was down, the driver was smoking a cigarette, and the driver was not wearing his seatbelt. Vehicle was stopped on Hwy 67, South of PEL. Driver was advised why he was being stopped, no seatbelt. Driver did not deny and said ok. Driver was ID by MN DL and provided an expired insurance card. I was told the insurance had the same policy. Driver had a couple of different insurance company cards in his vehicle, all expired. While back in the squad I called the drivers insurance company to verify. Driver was issued citation for no seatbelt. When driver was given his citation I explained to him how to take care of it. I pointed out the phone numbers to call on the backside in the directions. I also underlined the number to call. Driver said he had no questions. |

I advised the driver why they were being stopped, speed 63/50. Driver acknowledged speeding and said she was late for the Sundance. Driver was ID by MN DL and provided proof of insurance. Driver was issued tribal citation for speed. I explained to the driver how to take care of the citation when it was handed to her. I did not have a envelope with me listing the directions. I explained to the driver the violation has a $100.00 fine. I explained to the driver she has 15 days to pay the fine. It was explained to the driver they can either pay the fine to Cindy Samora the Upper Sioux Tribal Court Clerk or they could pay the fine at the Upper Sioux Public Safety Building. I asked the driver if they had any questions. I was told no, "This Sucks", I have to braid my granddaughters hair. Driver was advised to slow down. |
