[Officer 143; Citation 10232025000480]While traveling Westbound on PEL. I observed a vehicle fail to stop at the Stop Sign at Hwy 67/PEL. The vehicle turned Eastbound on PEL. I stopped the vehicle on PEL near Hwy 167. I met with the driver and three passengers of the vehicle. Driver was advised he was stopped for failure to stop at the Stop Sign. Driver provided proof of insurance. Driver told me the card just expired but the policy has not changed. Driver did not have his DL. Driver told me the vehicle was registered to him. I was able to ID driver by viewing a picture of the driver on the DVS website. Driver was issued citation for failure to stop. When driver was given his citation. I explained to him how to take care of it. I pointed out the directions on the backside and pointed to the phone number to call or the website. Driver said he did not have any questions. |

The vehicle was traveling Northbound on 560 St prior to turning Westbound on PEL. I stopped the vehicle on PEL near CR 44. Driver was advised why they were being stopped. Driver admitted to not stopping. Driver was ID by MN DL and provided proof of insurance. Driver was issued citation for failure to stop. When I gave the driver their citation. I explained how to take care of it by point out the directions on the backside along with the phone number to call. I told the driver wait a couple of days for the citation to post then after it post. They would have 30 days. Driver said they did not have any questions. |

[Officer 143; Citation 10232025000477]While traveling SE bound on Hwy 167. I observed a vehicle traveling NW Bound over the posted speed limit. Radar front facing antenna opposite direction of travel verified and was locked at 58/50. Vehicle was stopped on Hwy 167 near mile marker 5. I was unable to stop the vehicle immediately due to the curves on Hwy 167. I met with the driver. I advised the driver who I recognized from prior traffic stops, why they were being stopped, speed 58/50 mph zone. Driver provided me their MN DL. Driver advised me they just bot the vehicle. I was advised they did not have proof of insurance with them. I was told their insurance was on pause. I asked the driver for their insurance card for their prior car since they just bought this one. Driver was unable to provide the insurance card. Driver told me they still have insurance because they are paying the bill. I returned to my squad and check the driver status through my MDT. I found the driver to be valid. I noticed the drivers, drivers history was listing as of Jan. 25 the driver was a habitual violator. Driver was issued a citation for failure to provide proof of insurance. I issued the driver a verbal warning for her speed. When driver was given the citation. I explained to her how to take care of it. I pointed out the directions on the backside. I explained to driver the violation could be dropped as long as she provides proof of insurance. I pointed out the number she needed to call. I explained to the driver due to her driving conduct her driving record reflects that she is a habitual violator. It was explained to the driver I was cutting her brake today by only issuing for insurance. Driver was advised I was giving her a verbal warning for her speed. Due to the label listed on her record she was advised she needs to be more cautious of her speed. |

[Officer 143; Citation 10232025000476]While traveling Eastbound on PEL. I was near 560 St. I observed a white Jeep, exit the parking lot of PECR. The vehicle exited the lot by the PECR C-Store. The vehicle failed to stop at the Stop Sign. The vehicle turned Westbound on PEL. I immediately turned around and activated my emergency lights. The vehicle turned Northbound on 560 St and pulled over to the side of the road. I met with the driver who told me he knew why I stopped him for not stopping at the Stop Sign. Driver was ID by MN DL and provided proof of insurance. Driver was issued a Tribal citation for failure to stop. When I handed the driver his citation along with an envelope. I asked him if he knew how to take care of a Tribal citation. I was told no. Driver said he has never been stopped by us. I explained to the driver the directions are on the backside of the envelope. I pointed to the directions. I explained to the driver the violation has a $100, fine. I told the driver he has 15 days to pay his citation. I also advised the driver if the citation is not paid within the 15 days he would be mailed a district citation. Driver said he did not have any questions. |

Radar front facing antenna opposite direction of travel verified and was locked at 61/50. Vehicle was stopped on Hwy 167 near 240 Ave. I met with the driver and two passengers. I advised the driver why they were being stopped, speed 61/50. Driver provide proof of insurance. I noticed the card just expired. Driver and rear passenger said insurance is still good and on same policy for past 20 years. Driver issued Tribal citation for speed. When driver was given his citation i also gave him an envelope. The directions how to take care of the citation are on the envelope. I pointed out the directions and told him he has 15 days to pay his fine. I told Driver he can either mail in his fine in the envelope provided or can drop it off at the Public Safety Building. Driver said he did not have any questions. |

Driver immediately admitted to knowing why he was being stopped, driving through the Stop Sign. Driver was ID by his MN DL. Driver was issued citation for failure to stop. Driver asked if I saw his prior violation on his driving history for over weight load. I advised the driver I did not notice it. I advised the driver I issue citations for all stop sign violations. Due to the seriousness of causing accidents. Driver said he understood. When driver was given his citation. I pointed out the directions and number to call. |

[Officer 143; Citation 10232025000471]While turning turning Southbound on Hwy 67 from PEL. I observed a white vehicle approaching the stop sign at Hwy 67/PEL. I noticed the vehicle had a cracked windshield. The crack ran from one side of the windshield to the other side. The crack was in the driver main line of sight. While I was turning around to conduct a traffic stop on the vehicle. The vehicle turned Westbound on PEL. By the time I was able to get on to PEL. There was a semi between me and the suspects vehicle. The vehicle turned Northbound on Hwy 23. Due to traffic I was unable to catch up to the vehicle until on Hwy 23 near Hwy 167. Once behind the vehicle I activated my emergency lights to conduct a traffic stop. I met with the driver and passenger. Neither spoke English. I used google translate and the driver called someone to help translate. Driver was I ID by MN identification card. Driver said he did not have a valid DL. Driver provided proof of insurance. It was explained through translation that the driver needed to call for a valid driver to operate the vehicle. Driver said he understood. Driver was issued a citation for DAS. Driver was issued a VW for the cracked windshield. When driver was given his citation. I pointed out the directions on the backside. I underlined the two different ways to take care of his citation. I explained to the person translating for me the driver has 30 days to take care of his citation. I was explained to the driver the windshield needed to be replaced. Driver told me he had no questions when asked. Driver and passenger where left parked on the shoulder out of the roadway parked near MM 103, waiting for a valid driver for the vehicle. |
