[Officer 143; Citation 10232025000337]While traveling Northbound Hwy 23 to the Upper Sioux Community for active duty. I was legally passed prior to Cottonwood MN, by a black ford explorer bearing MN license plates HKY785. I noticed after the vehicle competed the pass the vehicle was pulling away from me. I continued to follow since I was heading the same direction. I attempted to get a lock with my radar front facing antenna same direction of travel but was unable to due to interference. I attempted to pace the vehicle with my squad at one point the vehicle prior to Hanley Falls MN was paced at 74. My squad camera was not active at this point. By pacing the vehicle how I got my speed was maintaining a distance behind the vehicle in front of me and watchin my speed. While continuing to travel Northbound on Hwy 23. The vehicle passed others. I was able to get behind the vehicle after PEL. I activated my squad camera and again paced the vehicle. My camera will show my body camera picking up my speed going 70 then slowing to 69. I conducted a traffic stop on the vehicle near Hwy 23/Hwy 167. Driver was ID by MN DL. Driver provided proof of insurance. Driver was advised why he was being stopped and i advised him of the speeds. Driver said he was returning home from Arizona and had been on the road for a long time and was anxious to get home. Driver was issued a citation for speed 70/60. When Driver was given his citation I explained to him how to take care of it pointing out the direction on the backside. Driver advised even though he anxious to get home to slow down.

[Officer 143; Citation 10232025000335]While traveling Eastbound on PEL approaching PECR. I observed a white vehicle exit the parking lot of PECR near the C-Store. I noticed the vehicle failed to stop at the stop sign. The vehicle turned Westbound on PEL. After turning around to conduct a traffic stop on the vehicle. I activated my radar front facing antenna same directions of travel. Due to the vehicle appearing to be going well over the posted speed limit. I was unable to get a correct lock. The lock I did have was 61/40. I believed the vehicle to be going over 50 due to my speeds trying to catch up. Vehicle was stopped on PEL near Hwy 23. When contact was made driver was advised why he was stopped. Failure to stop at Stop Sign. Driver said he was not aware of there being a stop sign leaving the parking lot. Driver was Id by name and date of birth. I was able to vehicle a picture of the driver on the Mybca website DVS. Driver provide proof of insurance on the company vehicle he was driving. Driver was issued citation for failure to stop. When I gave the driver his citation. I explained to him how to take care of it. Driver was also issued a verbal citation for his speed. I explained to the driver the different speed zones on PEL. I explained to the driver he was going well over 40mph.

[Officer 143; Citation 10232025000332]While traveling through the parking lot of PECR. I ran the plates of an older Ford F150. Driver was sitting in the vehicle with the vehicle running. I ran the plate through the MN vehicle database. The plates came back expired. A short time later the vehicle started moving and exited the parking lot of PECR. The vehicle left through the main entrance. The vehicle signaled its turn after stopping to turn Westbound on PEL. The vehicle then signaled and turned Northbound on 560 St. I again ran the plates to confirm they were expired. The vehicle turned left on Hwy 167 and started traveling towards Granite Falls. Due the curves on Hwy 167. I did not initiate my traffic stop until Hwy 167/MM5. Driver was advised why they were being stopped. I explained expired plates. I advised they expired in March of 2024. Driver told me she thought they were August. Driver was ID by MN DL. Driver told me the vehicle belonged to her friend Dan McKman, unknown spelling. Driver was unable to provide proof of insurance but assured me there was insurance on vehicle. I noticed the steer Colum was torn apart. I asked why. I was told wiring issues. when the piece is on the blinkers don t work. Driver attempted to contact the owner of the vehicle for insurance proof. Driver was unable to make contact. Driver issued citation for expired plates and no insurance. When driver was given her citation I advised her in no proof of insurance is provided she would lose her license. I pointed out a previous stop I noticed on her record and she acknowledged know what would happen. Driver was advised to tell her friend to get the vehicle transferred into his name and renew registration.

When I first noticed the vehicle radar front facing antenna opposite direction of travel showed 67/50, then the speed kept bouncing between 68/69, locking radar at 69. Vehicle was stopped near Hwy 67/PEL. Driver was advised why they were stopped speed. Driver ID by MN DL and provided proof of insurance. When driver was advised of speed, 69/60. Driver seemed alarmed and said they were only going 65. I explained to driver regardless 65 is still over the speed limit and again advised what her speed was. Driver was issued VW for speed. When driver was given warning I advised them to slow down. I also informed them they may want to get their speedometer check.

Radar front facing antenna opposite direction of travel verified vehicle was going excess of 70/60. I was unable to lock. I turned around to conduct a traffic stop. Vehicle was stopped near 230 Ave/Hwy 67. While trying to catch up to vehicle I turned on my radar front facing antenna same direction of travel. Radar showed excess of 70/60. I was unable to get a lock. I noticed the vehicle I was trying to stop was catching up to the traffic in front of it quickly. Driver was ID by MN DL and provided poof of insurance on his cellphone. Driver was advised why he was stopped. Driver admitted he was going over the posted speed limit when he looked at his speedometer as he was catching up to the vehicle in front of him. Driver issued citation for speed. I explained to the driver how to take care of his citation. I pointed the directions out on the backside. Driver was advised to slow down.

[Officer 143; Citation 10232025000328]While traveling Southbound on Hwy 67. I passed a vehicle bearing MN license plate HNR952. I thought I recognized the driver to be suspend driver. The vehicle turned Eastbound on PEL. The vehicle then turned Northbound on Hwy 23 from PEL. I caught up to the vehicle near Hwy 23/Hwy 167. I ran the vehicles plate through the MN vehicle database and found the vehicle s registration to be expired. I conducted a traffic stop on the vehicle. I noticed the registration showed March 2025 on the vehicle. I met with the driver was ID by MN DL. I advised the driver why he was being stopped. Driver said he just realized he forgot to renew his registration. Drivers hands where shaking badly driver said he was nervous due to his stupidity. I advised the driver to not worry and try to calm down. Driver provided me an expired insurance. I called his insurance company and verified insurance coverage was current and good. Driver was issued a citation for expired plates. When drive was handed his citation I pointed out the directions how to take care of on the backside.

[Officer 143; Citation 10232025000299]While traveling through the parking lot of PECR. I ran a TX license plate VBT5118. The plate came back expired. As I continued to drive through the lot. I noticed an individual get in the vehicle and drive it away. I pulled out of the parking lot of PECR and started to follow the vehicle. I activated my squad camera because the vehicle was weaving within its lane. I stopped the vehicle at PEL/Hwy 67. When I made contact with the driver. Driver was held her license out the Driver side window as I approached. Driver said she assumed she was stopped for speeding. I advised driver she was not speeding. Informed her the vehicle registration came back expired. Driver told me the vehicle is an enterprise rental and shouldn t be. Driver told me while she was driving she had her cellphone in hand trying to look up google maps. I asked driver if that was the reason she was weaving driver said yes. Driver was identified by GA DL. When looking at the vehicle registration closer in the squad. I noticed the registration was coming back March 26 and was not expired. Driver was advised of MN laws regarding cellphone usage while driving. Driver was verbally warned for the cellphone.
